More Central Aid for RRR (repair, renovation and restoration of water bodies) programme in Bundelkhand
ApnaBundelkhand.com, NEW DELHI: The Centre is ready to foot 90% of the cost of rejuvenating water bodies in Bundelkhand, a boon for the parched, backward region.
Water resources minister Pawan Bansal has given an in-principle nod to include Bundelkhand in RRR (repair, renovation and restoration of water bodies) programme under the special region category. Presently, starvation-prone pockets like Kalahandi-Bolangir-Koraput (KBK) of Orissa, north-eastern states and J&K are among beneficiaries.
Pradeep Jain, minister of state for rural development, told TOI that Bansal has assured him of Centre’s immediate action if proposals were put up by UP and MP. While states normally have to bear 75% cost under RRR, the special states bear only 10% cost.
The adoption of 14 districts of UP and MP under RRR is aimed at mitigating water scarcity in the drought-hit region which is wholly dependent on monsoon because of a poor irrigation network. While Jain has taken the initiative, the BSP regime in UP will have to make a formal proposal to Congress-led Centre to bring the idea to fruition. Politically, the move is in line with Congress’s strategy to position itself among voters as pursuing development over politics while attacking Mayawati of doing the opposite.
Bundelkhand has turned into a political battlefield between BSP and Congress since Congress heir apparent Rahul Gandhi launched a campaign two years ago by targeting the Mayawati regime. Since then, it has been a battle of nerves. Rahul not only put his Jhansi MP in rural development ministry giving him charge of ‘aam aadmi’ schemes like NREGA, the AICC general secretary has been at core of other initiatives focused on Bundelkhand. The demand to create a Bundelkhand Development Authority across UP and MP to take up development touched off a controversy as BSP and BJP protested it as Congress attempt to gain political foothold through the back door.
